Modified Educators Face Budget Slashes

Modified educators are concerned about the looming chance of more budget slashes.  86% of modified educators state they have rising caseloads.  They also state that programs are limited for people with physical/mental challenges.  This is according to the Council for Exceptional Children.  (CEC)

“They are overwhelmed,” said CEC’s Lindsay Jones about the administrators surveyed. “Inevitably you are doing more with less and they are feeling the inherent stress with that and now they’re facing another 8 percent cut.”

These slashes are due to school districts feeling the heat after deep budget drops in 2011.  Reasoning behind the budget drops is due to an increase in stimulus spending.  CEC predicts that if this information stays true, the budget will decrease to 14.5%.

This above rate of 14.5% would be the lowest the modified education budget has been since 2001.  This would result in having a great effect on students with physical/mental challenges.  It would lead to work unemployment and less assistance in class.

States Will Soon Recieve Grants

Each state will receive subsidies for more programs for people with physical and mental challenges.  The primary  purpose of this funding is to offer more programs for community-based services.  The main function of these organizations is to assist people with mental and physical challenges to be more independent. 

"We want that these programs to serve as a high-performance model of “single window” models cross-country,” said Marilyn Tavenner, acting administrator of the Center for Medicaid and Medicare services.

Representatives of the United States Department of Health and Human services recently stated that $25 million will start to flood the states to assist the financing of centers for senior citizens.   Representatives of the Department also noted that this funding will be used for people with physical/mental challenges to survive on their own in a community based environment.  

As part of the pilot program, eight states will receive starting funding.  The primary reason for this is to format a national model for personal care assistance.  Approximately 40 states will gather funding over the next three years.

Boy Wins Race

Matt Woodrum is a fifth-grader that has a physical condition.  He recently completed a 400 meter race that has been posted on Youtube.  Woodrums peers gave him thunderous cheers as he crossed the finished line. 

Matt’s mother posted a blog on Babble.com This is a website for support systems who have children with physical challenges.  She stated that it showed triumph in the face of adversity.

As for Matt, he stated that winning the race gave him much confidence.  “It was really encouraging,” he added.

While the rest of his peers cheered him on, Matt was quite subdued in the spotlight.  The phones at school rang off the hook.  Matt’s sister shared he can do anything.

Boy Wins Race

Push Girls New Reality Show

A new series called “Push Girls” will be highlighted this summer.  This show will document females who are wheelchair users in LA as they go through the trials and tribulations of finding work, family life, and dating.  These ladies are all paralyzed.

“Plenty of people have no idea what it’s like to spend the day in the life of someone with a disability, let alone a spinal cord injury. How do we get in and out of a car? How do we go to the bathroom? How do we go grocery shopping? How do we get in the shower, how do we get dressed?,” said Tiphany Adams, one of the show’s stars. “I thought it was a brilliant idea for the world to see that.”

These women don’t want to focus the show on their wheelchairs.  Rather, they want the show to highlight their determined attitudes.  They state they lead regular lives despite their physical challenge. 

Auti Angel is an actress, dancer, and rapper who wants a child while Angela Rockwood is a model.  Their lives are two of the women that will be on the show.  “Push Girls” will be broadcasted 10 PM EST Monday on the Sundance Channel.

Empuje las niñas nuevo Reality Show

 Una nueva serie llamada a "Push Girls" pondrá de relieve este verano.  Este espectáculo documentará las hembras que son usuarios de silla de ruedas en LA que van a través de las pruebas y tribulaciones de encontrar trabajo, vida familiar y citas.  Estas estimados todos paralizadas.

“Mucha gente no tiene ninguna idea de lo que es para pasar el día en la vida de una persona con una discapacidad, no digamos una lesión en la médula espinal. ¿Cómo conseguimos dentro y fuera de un automóvil? ¿Cómo nos vamos al baño? ¿Cómo vamos a tiendas de abarrotes? ¿Cómo conseguimos en la ducha, ¿cómo llegar vestidos?, "dijo Tiphany Adams, una de las estrellas del show. "Pensé que era una idea genial para el mundo".

Estas mujeres no quieren centrar el show en sus sillas de ruedas.  Por el contrario, quieren el show para resaltar su actitud decidida.  Afirman que llevan una vida normal a pesar de su reto físico.

Job Ratio Still Slow

It’s been two years since the Obama administration stated that they wanted to make the federal government an example for people with challenges.  A new study documents they aren’t making enough progress.  President Barack Obama made legal an executive order trying to employ 100,000+ workers with physical/mental challenges over five years.

Sadly, the report found that just 20,000 workers with physical/mental challenges have been employed.  This report is according to the Government Accountability Office (GAO).  One key reason for the slow movement could be that many federal representatives have unsatisfactory agendas to speed up the hiring process for this type of population.

“Nearly two years after the executive order was signed, the federal government is not on track to achieve the executive order’s goals,” investigators wrote.

GAO also stated that more training is necessary for government representatives so that they know how to employ and help people with physical/mental challenges.  Furthermore, more stats could also be acquired to heighten job achievement.  Government representatives count on workers with physical/mental challenges to accurately report themselves, so they are worried that the numbers may be miscalculated due to false reporting.

More R-Word Controversy

People associated with the field of psychology always have used the term "mental retardation" to describe those with a mental challenge.  The American Psychiatric Association (APA) is negotiating a plan to change the term "disorder of intellectual development". APA representatives also state there will be less focus on IQ functioning.

 "I think that there is great concern shared on this disorder and is best conceptualized in DSM-5," said Margaret Nygren, executive director of the American Association of Intellectual and Developmental Disabilities.

These proposed changes are sponsored by two of the best-known groups of activists in the country.  These groups are: the American Association of Intellectual Disabilities of Development and the Arch.  These proposed changes have also brought discussion also caused debate as to change the criteria for other mental conditions.   

 These organizations state that the terminology should stay the same to coincide with the federal government.     They also state adapt this terminology would be confusing.  These organizations would this be true especially in type of Office configuration.

More R-Word Controversy

Personas asociadas con el campo de la psicología siempre han utilizado el término "retraso mental" para describir a aquellos con un reto mental.  La Asociación Psiquiátrica Americana (APA) está negociando un plan para cambiar el término "desorden de desarrollo intelectual". Esta organización también está esperando para poner menos atención en IQ. 

"Creo que hay una gran preocupación compartida sobre este trastorno y la forma es ser conceptualizado en el DSM-5,", dijo Margaret Nygren, director ejecutivo de la Asociación estadounidense de intelectual y discapacidades de desarrollo.

Estos cambios propuestos están recibiendo grandes protestas de dos de los más conocidos grupos de activistas en el país.  Estos grupos son: la Asociación Americana de intelectual y discapacidades de desarrollo y el arco.  Estas propusieron de cambios tienen también trajo discusión también provocó debate en cuanto a cambiar los criterios para otras condiciones mentales. 

 El estado de estos dos grupos que cambie el nombre debería seguir el Gobierno federal.  También estatal adaptar esta terminología sería confuso.  Estas organizaciones que esto sería cierto especialmente en configuración de tipo de oficina.

Treaty Gains Ground

A unique move by both parties occurred when they both agreed to cancel and try to stop an international convention.  This treaty was already signed by the US in 2009.  However, signature requirements from the US Senate are required to make the treaty legal.


 “All people deserve to be granted full and equal basic human rights, regardless of their physical or mental capabilities. I strongly support ratification of this critical treaty, and urge my colleagues to do the same,” said Sen. Chris Coons, D-Del.


This treaty allows for greater community-living for people with physical/mental challenges.  It also shows better lifestyle choices for this population.  Presently, there are 650 million people living with a physical/mental challenge.


Presently, 153 countries have signed the treaty.  112 countries have also made the move to cancel it.  This information comes according to the United Nations.

Treaty Gains Ground

Se ha producido un movimiento sorprendente por ambas partes cuando se determinó que Estados Unidos quiere terminar con una Convención Internacional para personas con problemas físicos y mentales.  Presidente Barack Obama transmitió el Tratado este mes.  Se solicita aprobación del Senado para hacer obligatorio el Tratado.  


"Todas las personas merecen a otorgarse pleno e iguales derechos humanos básicos, independientemente de sus capacidades físicas o mentales. Enérgicamente apoyar la ratificación de este Tratado crítico e insto a mis colegas para que hagan lo mismo,"dijo el senador Chris Coons, D-Supr.


Este Tratado permite una mayor vida de la comunidad para personas con problemas físicos y mentales.  También muestra las opciones de estilo de vida mejores para esta población.  Actualmente, hay 650 millones de personas viven con un reto físico y mental. En la actualidad, 153 países han firmado el Tratado. 


112 países también han hecho la mudanza a cancelarlo.  Esta información procede de acuerdo con las Naciones Unidas.

Marines Help Students Study

The Young Marines is a modified education service that focuses on using military techniques to educate students with physical/mental challenges.  This program can be found in Baltimore, Maryland.  It also highlights high school and middle school students with physical/mental challenges. 

Students are held to great expectations when it comes to course work.  All students are instructed how to perform simple duties.  These duties include: how to behave, helping the community, and listen to their support system.

Students enrolled in this program have a variety of challenges such as cognitive impairments and Down’s syndrome.  Vivian-Price Butler is the unit’s first sergeant leader and teaches the students.  She adapts the material for students who have different reading abilities and other serious challenges.    

“When she speaks, these kids straighten right up and listen,” one student’s mother told the Washington Post.

States Try to Improve Community Living

A proposal worth multi-billion dollars has failed to move senior citizens and people with physical/mental challenges from mental institutions into community-living services.  Many states have fallen behind in their efforts to gather supports for low-income housing and other programs.  This downfall began in 2007 during the George W. Bush years.

States wanted to place over 35,000+ people in community-living circumstances.   Currently, as of March 31, 22,000+ are on Medicaid.  This is 36% below the initial desire.   

In California, only 827 people have made the transition from mental facilities to community-living.  This is despite the fact that the state was granted $41 million.  Some states found it especially hard to move senior citizens.

“We’re not doing a good job of it here,” said Deborah Doctor, legislative advocate for Disability Rights California. “It’s pathetic.”

Arizona Ranks as Top State to Move

Arizona is number #1 when it comes to the Medicaid benefits.  This yearly list was manufactured by United Cerebral Palsy (UCP).  It distinguishes services and lifestyle benefits for people in all 50 states.

California, Michigan, and Vermont also top the list.  Illinois, Texas, and Mississippi rank at the bottom.  This report focuses on how people physical/mental challenges adapt in each state, if people are happy, with their services, and how easily accessible their services may become. 

This report examines data in 2010.  While some states went above and beyond in the list, there is always room for growth.  268,000+ people with physical/mental challenges are presently on the list for Medicaid waivers.

However, there is good news.  In 36 states, 80% of people with mental challenges are being evaluated for community living.   This data collected in 2010 is the most current gathered.
